Thank you! I used to use Photoshop CS6, but I recently upgraded to Photoshop CC. From there, I usually find screencaps from either screencapped.net or homeofthenutty.com, then use the pen tool to cut a character out. From there, honestly it is just a lot of trial and error with different textures. If you want good ones, I’d check out Deviantart. Lots of them are free to use if you’re not making profit off of them, and they look great on graphics. Finding ones that have lots of similar colors and patterns usually work well together in my experience, and then it is just down to blending and changing opacities. Then I usually throw a gif texture over it [if you look up “overlays” on YouTube, you can download them as MP4 files if you get the GreaseMonkey extension for it] and set it to ‘screen’ or ‘lighten’, and then I’m done! 

If you’re a beginner, I’d check out the tutorials at itsphotoshop. Their beginner tutorials are great for learning the basics, and then they have certain “style” tutorials too!

Aw, thank you! And don’t worry; you’re not bothering me. :) I don’t know how much this is actually going to help because a) I use Paint Shop Pro X5 and I don’t know how that’s going to translate to whatever program you’re using, and b) I don’t remember the steps exactly because I created macros to edit a batch of screen caps at once, but I’ll try to give you the basic idea.
